New Mexico has a stormy gambling past. When the IGRA was passed by Congress in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to get on the American Indian casino craze. Politics assured that wouldn't be the case.

The New Mexico governor Bruce King announced a panel in Nineteen Ninety to negotiate a contract with New Mexico American Indian bands. When the task force came to an accord with two big local bands a year later, Governor King declined to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it appeared that Native wagering in New Mexico was a certainty. But when the new Governor signed the compact with the Native tribes, anti-gambling forces were able to tie the accord up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the compact, thereby denying the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It took the Compact Negotiation Act, signed by the New Mexico government, to get the process moving on a full contract amongst the State of New Mexico and its American Indian tribes. Ten years had been squandered for gambling in New Mexico, which includes Indian casino Bingo.

The nonprofit Bingo industry has grown since Nineteen Ninety-Nine. In that year, New Mexico not for profit game providers acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and passed a million dollars in 2001. Not for profit Bingo revenues have increased steadily since that time. Two Thousand and Five witnessed the largest year, with $1,233,289 grossed by the owners.

Bingo is clearly favored in New Mexico. All kinds of operators look for a bit of the action. With hope, the politicos are done batting over gambling as a key factor like they did back in the 1990's. That is without doubt hopeful thinking.
