New Mexico has a complex gaming past. When the IGRA was passed by Congress in 1989, it seemed like New Mexico would be one of the states to get on the American Indian casino bandwagon. Politics assured that would not be the case.

The New Mexico governor Bruce King announced a task force in 1990 to draft a compact with New Mexico American Indian bands. When the panel came to an accord with 2 big local bands a year later, Governor King declined to sign the agreement. He would hold up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that American Indian betting in New Mexico was a certainty. But when the new Governor passed the compact with the Amerindian tribes, anti-wagering groups were able to hold the deal up in courts. A New Mexico court found that the Governor had overstepped his bounds in signing the deal, thus denying the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the ball rolling on a full compact amongst the Government of New Mexico and its American Indian tribes. Ten years had been lost for gaming in New Mexico, which includes American Indian casino Bingo.

The not for profit Bingo business has grown from Nineteen Ninety-Nine. In that year, New Mexico charity game operators acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded a million dollars in 2001. Non-profit Bingo earnings have grown steadily since that time. Two Thousand and Five witnessed the greatest year, with $1,233,289 earned by the operators.

Bingo is clearly beloved in New Mexico. All sorts of providers look for a bit of the action. With hope, the politicians are through batting over gaming as an important matter like they did in the 1990's. That is without doubt wishful thinking.
